We have a 2-year hybrid Project Manager contract that may be extended by our client. The anticipated start is end of June 2024. Any onsite work will be at our client offices in Sacramento, California.
Our client administers and enforces laws governing wages, hours and breaks, overtime, retaliation, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers. Our client also publishes materials and holds workshops and seminars to promote healthy employment relations, conducts research to improve its programs, and coordinates with other agencies to target egregious violators of labor laws and tax laws in the underground economy.
Our client has six websites that are considered for redesign and migration to the content management system platform.
Requirements Summary
- Determine the best way to organize the website, all pages and documents that contains many different types of information for different audiences.
- Unify the brand look of the website colors, fonts, and design.
- Improve the search function for a diverse audience searching for different content.
- Review, archive, and remove many outdated pages and documents. Content review and final decision on the content will be our clients’ responsibility.
- Improve language accessibility. The basic version of Google Translate was integrated for our clients’ site pages in Spring 2023, however it has not been extended to documents. This limitation impacts individuals with Limited English Proficiency.
- Improve and integrate our clients’ LISTSERV sign up system for users and publishing of email notices and alerts.
- Review our clients’ chatbot and propose an integrated and modern solution for the redesigned website.
Objectives Summary
- Create a strategy and capture the functional and technical requirements for the website redesign and creation of new mobile applications that leverage the best practices in design, performance optimization and search for a diverse audience of people looking for many different types of information in different languages.
- Conduct detailed alternative analysis on potential solutions that could meet the needs of our client.
- Design a digital identity appropriate for our clients’ role by analyzing trends of similar departments in other US States and other governments.
- Design, develop and implement the new redesign website and new mobile applications, using human-centered design and user experience principals, including incorporating feedback from users.
- Provide for ongoing accessibility WCAG 2.0 and 2.1 of all website and mobile applications content.
- Enhance the accessibility of the CMS to cater to users with Limited English Proficiency (LEP), ensuring that language barriers are minimized, and users can effectively navigate and interact with the system.
- Provide remediation services for non-compliant documents and other non-html content.
- Provide a solution for improving and integrating our clients’ LISTSERV sign up system for users to receive email notices and alerts. Integrate this service with our clients’ website in a system that provides analytics on user activity after receiving the emails.
Minimum Qualifications
- 7 years of experience in broad, extensive, and increasingly responsible experience applying Project Management principles, methods, techniques, and tools.
- 4 years of the 7 years of experience in broad, extensive, and increasingly responsible experience applying Project Management principles, methods, techniques, and tools experience must have been as a senior Project Manager of one or more large or complex Information Technology projects with a value of more than $3,000,000 (three million US dollars).
- Bachelor’s degree. A copy of the degree will be required by our client. Additional qualifying experience may be substituted for the required education on a year-for-year basis. If the Project Manager does not have a bachelor's degree, 4 additional years of mandatory experience may be submitted in lieu of the bachelors. A total of 11 years’ experience in broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools, will be required.
- 2 Agile projects in which they were the primary person responsible for the delivery and continuous improvement for the project. Each project must include all the following: 1) Responsible for the creation and maintenance of product plans and roadmaps for the project 2) Served as the primary point of contact for the project 3) Project reporting using JIRA tool for creating and maintaining a detailed project plan and reporting 4) Projects must have been completed using cloud infrastructure.
- 4 years of experience working with state and local agencies.
