Project Manager 3
With 8 or more years of experience, the candidate will rely on their expertise and judgment to plan and achieve goals. This role demands a high degree of creativity and independence, as the candidate will perform a variety of complex tasks. Certification in Project Management from a recognized organization or Scrum Master certification is a plus.
Responsibilities include:
- Creation of all necessary project documentation:
- Business case workbooks
- Project charters and schedules
- Biennial operating plans and amendments
- Requirements gathering
- Coordination of activities
- Reporting progress
- Planning and researching
- Evaluating project management implementation
- Developing implementation plans
- Managing application/data migration efforts
- Ensuring the use of best practices and standards
- Assisting in the coordination and optimization of HHSC operations and program functions
- Providing recommendations
- Acting as a liaison between business users and vendors to provide required information
- Working under limited direction with extensive latitude for the use of initiative and independent judgment

- 9yrs - Required - Experience in managing multiple projects. Experience in implementing E HR application or similar large application across large organizations. to include developing and managing project plans and documenting risks, issues, and contingency plans.
- 9yrs - Required - Knowledge of database like InterSystems Caché Database, Oracle, Microsoft SQL Server. Skill in using MS Project, EXCEL, Word, Visio, Jira and other project management tools.
- 9yrs - Required - Ability to research, gather, assemble, correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.
- 9yrs - Required - Skilled in effectively mapping business processes and identifying process improvements and skilled in planning and facilitating meetings and group problem solving.
- 9yrs - Required - Experience in EHR application domain, application migration, workflow analysis, design, development of SDLC artifacts, support using software engineering practices.
- 9yrs - Required - Experience developing and maintaining strong relationships with multiple project sponsors, vendors and stakeholders. Must possess strong communication, presentation skills and strong teamwork skills.
- 9yrs - Required - Ability to appropriately summarize and escalate issues and develop and present weekly status updates (written and verbal) and conduct regular project team status meetings.
- 9yrs - Required - Experience in Communicating with all stakeholders, vendors, staff, team and leadership on day-to-day activities and also facilitate ownership and understand of project goals and objectives.
- 9yrs - Required - Responsible for day to day operational management of all activities and function in HSCHS area including building implementing, monitoring data, migration, program budget efforts. Providing technical advice and/or oversight to staff.
- 9yrs - Required - Strong interpersonal abilities to lead diverse teams and inspire high productivity and collaboration among team members.
- 9yrs - Required - Provide regular updates on the migration progress to all project stakeholders including immediate managers, leadership, system analysts. Use ticketing systems for information sharing and problem resolution.
- 9yrs - Required - Experience in managing application migration, data mapping, data cleaning efforts.
- 5yrs - Preferred - Prior experience with SaaS model EHR systems and cloud data migrations.
- 2yrs - Preferred - Experience with HHSC Federal State processes and documentation, project documentation such as business case workbooks and project charters.
- 2yrs - Preferred - PMP Certification
- 2yrs - Preferred - Familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components
Work hours and location:
- Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
- The primary work location will be 4601 W. Guadalupe Street, Austin, TX 78751.
- Position will be remote. Program will allow candidates who are within the United States.
