We have a 1-year hybrid IT Technical Lead contract that may be extended for 1-year by our client. The anticipated start is end of May 2024.
Our client is currently working remotely. However, the IT Technical Lead may periodically be required to work onsite at our client offices in Sacramento, California. The IT Technical Lead will provide video-teleconferencing via MS Teams with dial-in options to conduct all research, development, interactions, and presentations with key stakeholders. However, there may be in-person meeting requirements at the discretion of our client with advance notice. The IT Technical Lead must report to our clients’ offices, or designated location, within 24 hours of such notice, if feasible, but no later than 5 business days after being notified by the Contract Manager.
The IT Technical Lead will provide our client with consulting services to conduct a business process reengineering analysis and tool assessment on the department’s existing process. The current process is partially mapped out, and the most recent PowerPoints explaining current processes are included as separate attachments of the event posting.
The goal of the assessment is to identify opportunities to streamline and optimize drills, and the approval of drills through the process for efficiency and timeliness. The assessment shall include an analysis of the existing client processes and tools used to develop the drills. The IT Technical Lead shall use the analysis results to identify and recommend the drills, process, and tool/technology improvements that will result in optimal processing efficiency.
The proposed solution, or solution assessment, must involve all applicable business/program stakeholders and subject matter experts and be compatible with our clients’ Information Technology infrastructure. The IT Technical Lead shall also develop an implementation plan including organizational change management considerations that our client can execute to move from the current state to the optimal state.
Minimum Qualifications
- 5 years of experience in software development and system design.
- 5 years of experience with designing and implementing complex, scalable, and distributed systems.
- 3 years of experience with database design and optimization.
- 3 years of experience creating and communicating architectural diagrams, models, and specifications.
Desirable Qualifications
- 3 years’ experience analyzing business processes and procedures to identify inefficiencies and optimization opportunities focused on optimal throughput.
- 3 years’ experience developing as-is and to-be business process models and identifying gaps between the two models.
- 3 years’ experience developing implementation plans to transition program staff from the as-is state to the optimal to-be state.
- 3 years’ experience authoring complex reports and technical documents, and documenting lessons learned for business process reengineering projects.
