Job Description
We are looking for an enthusiastic and highly motivated individual to join our team! Responsibilities include planning, developing, implementing, and advancing the transformation of data into actionable information to help strengthen the programs that support the citizens of Texas. To be successful in this role, you must have excellent customer service skills, strong analytical skills, and the ability to work autonomously. Work involves conducting detailed analysis of data sets, performing data needs assessment, data acquisition, cleaning and standardization, extraction, transformation and loading into database systems; designing, coding, testing, implementing, and maintaining computer applications to increase efficiency through the automation of routine tasks. This position is within Access and Eligibility Services (AES), Data Management & Reporting (DMR) Division. AES is driven by its mission to connect Texans to services by helping individuals and families in need of food, medical care, cash assistance and other social services.
This position offers work-from-home balance.
Currently, a minimum of one day in the office is required. This is subject to change. The state of Texas requires all employees to maintain personal wi-fi and webcam capabilities during works hours to perform job duties. Essential Job Functions
Data Analysis and Sampling
- Creates ad-hoc and routine data sampling.
- Conducts analysis of large and complex human services and demographic data sets using SQL Server, advanced statistical techniques, and specialized computer software.
- Conducts detailed analysis of data sets to extract insights and detect trends.
- Conducts data profiling and data analysis to identify data quality issues and recommend improvements.
Data Reporting
- Compiles, queries, and loads data points using SQL and other query languages, into databases, from a variety of source formats, to support complex analyses.
- Prepares comprehensive standard and ad-hoc reports.
- Develops report mock-ups and drafts for discussion and approval.
Monitoring and Support
- Consults, collaborates, and coordinates with HHSC IT, Texas Shared Technology Services, and data trading partners to maintain and troubleshoot computer applications and data management processes.
- Identifies and incorporates innovative solutions to streamline workflows and processes.
- Analyzes and creates new or existing procedures, information systems, or utility programs for efficiency and effectiveness.
Cross-trains to provide backup to peers on all essential job functions.
Knowledge Skills Abilities
Knowledge of data visualization development, including data model creation, advanced calculations, and interactive visualizations.
Knowledge of data quality and integrity processes.
Knowledge of custom SQL Table/View creation with multi-level join conditions.
Ability to write queries to: extract data, join data, and load data using MS SQL Server and Oracle.
Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data.
Knowledge of and experience with database management tools.
Experience extracting, organizing, quality checking and managing datasets.
Skill in critical thinking and problem-solving.
Skill in using Extract, Transform and Load tools.
Skill preferred in using SPSS, Python or other statistical software.
Skill in using EXCEL or other spreadsheet software.
Skill in researching and troubleshooting data issues and solving complex problems.

Initial Selection Criteria
- Experience in SQL
- Experience with Extract, Transform, and Load (ETL)
- Two year experience mining and analyzing data and working with large data sets
- Experience in designing, developing, and maintaining statistical sampling programs using statistical software.
- Experience designing and developing professional reports and dashboards using report development tools.
- Experience manipulating data and developing reports.
- Experience using statistical and data analysis software tools. Prefer experience with IBM SPSS, Microsoft SQL, R and Python.
- Prefer experience designing and developing database applications using relational database management software.
- Graduation from an accredited four-year college or university with major coursework in Business Administration, Management Information Systems, or related fields. May substitute direct work experience on a year-for-year basis.
