The Proposal Technical Writer is responsible for researching, developing, and writing comprehensive and high-quality proposal content for government (specifically Medicaid and Medicare Advantage) and commercial RFPs. Ensures all content is submitted within the specified deadlines. Collaborates with departments such as executive, account management, operations, clinical, legal, and finance to gather accurate information on LIBERTY's business processes and programs. Creates supporting documentation that accurately reflects LIBERTY's operations and meets all RFP requirements. Ensures that all content aligns with RFP requirements and represents the company in a compliant manner.
Key Responsibilities
- Review request for proposals (RFPs) and related documents furnished by the procuring agency; analyze RFP to understand and capture specific operational, administrative and proposal requirements.
- Interview subject matter experts (SMEs) in business functions throughout the organization to determine operational approach to satisfy the requirements of the RFP
- Prepare concise, thoughtful, and accurate written responses and assemble supporting documentation for each assigned area, within LIBERTY style guide requirements and in accordance with RFP guidelines and timeline
- Present information to, and effectively communicate with the senior leadership team
- Participate in individual and group proposal review sessions with senior leadership and other key individuals; incorporate changes and improvements to proposals
- Copy, edit and finalize proposal content
- Prioritize and manage workflow to ensure efficient, timely, and accurate processing of transactions and other responsibilities
- Maintain documentation in electronic document library in accordance with LIBERTY procedures
- Perform other duties as assigned or determined appropriate.
Education / Experience:
- Minimum 4-year Bachelor's degree preferably in English, Business Administration, Communication, Marketing; or equivalent successful work experience
- 4+ years' experience as a Technical Writer.
- 2 years' experience in full-cycle proposal writing.
- 2+ years' experience in Medicaid and Medicare specific proposal writing.
What You’ll Need:
- Must have experience in Medicaid and Medicare proposal writing for a health or dental insurance company, or government entity
- Experience in the healthcare industry, preferably in health or dental insurance
- Experience with Medicare and Medicaid products and/or proposal writing
- Detail oriented with strong analytical and problem-solving capabilities
- Knowledge and application of English grammar, composition, editing, and proofreading skills
- Strong organizational, time management, and project management skills with good multi-tasking abilities
- Knowledge of dental or healthcare products, policies and practices, including claims, eligibility, customer service, dentist or physician networks, and underwriting preferred
- Strong customer focus, functional technical skills, planning, priority-setting, accountability, teamwork and interpersonal skills

Compensation
In the spirit of pay transparency, we are excited to share the base hourly rate for this position is $76,389 - $99,305, exclusive of fringe benefits or potential bonuses. If you are hired at LIBERTY, your final base compensation will be determined based on factors such as geographic location, skills, education, and/or experience. In addition to those factors – we believe in the importance of pay equity and consider internal equity of our current team members as a part of any, final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future & continued salary growth.
