The Housing Trust of Nova Scotia is a fast-growing non-profit organization with 295 units (the Portfolio) of mixed-income housing in the Halifax Regional Municipality and a mandate to develop over 112 affordable housing units across the province for healthcare workers. The Project Manager will contribute towards achieving the Housing Trust’s construction team’s objectives and the organization’s goal of 1000 units by 2030.
The successful candidate will have a passion for our cause and work with the Modular Manager and Modular Committee, which includes volunteers from the private sector with expertise in development and construction who will function as a sounding board for project work.
Role Summary:
The Project Manager is a key member of the Housing Trust’s modular construction team in the execution of a $45M partnership agreement with Nova Scotia’s Department of Municipal Affairs and Housing. The projects are permanent housing developments located across Nova Scotia and designated for healthcare workers and other skilled workers.
The position may also play a role in the ongoing renovation and retrofit activities across the Housing Trust’s current Portfolio, located in the Halifax Regional Municipality. Projects include building envelope retrofit and structural rehabilitation projects. mechanical & electrical systems updates, interior unit renovations, and exterior site improvements.
Key Activities:
- Oversee, manage, and direct modular construction projects from start to finish, supporting in any RFP process, budget development, coordinating the contribution of engineers, architects, modular home builders, and other service providers, and implementing quality controls for awarded work
- Participate, lead, and plan (with the support of colleagues) regular Construction Committee meetings, ensuring volunteer engagement
- Prepare and report internal and external job status reports and presentations for the Housing Trust’s Board of Directors, Housing Nova Scotia, and other stakeholders
- Ensure compliance with Occupational Health and Safety and building codes
- Manage and mitigate risks, planning to prevent problems and resolve any emerging ones
- Manage budgets, invoices, and payment schedules, following the Housing Trust’s policies and procedures
- Secure close-out documents, including warranties, maintenance programs, manuals, inspection reports, certifications, and drawings
- Support the Building Management Team in developing agreements with healthcare facilities near modular projects, developing a strong knowledge of local communities
- Contribute to the development of ongoing property management plans, including the identification of locally based service providers
Skills, Knowledge, and Experience:
- Proven working experience in project management in the construction sector, with modular experience preferred
- Experience managing consultants, trades, and employees, working with committees, with competency in managing conflict
- Practiced user of construction management software and Microsoft Office, including SharePoint, Excel, and PPT
- Financial acumen, with experience managing budgets and proforma development
- Development and management of RFP processes, with the ability to negotiate pricing and contracts
- Knowledge of building products, construction details, and relevant rules, regulations, and quality standards
- Implementation of a safety plan in compliance with Occupational Health and Safety
- Leadership and influence in a deadline-oriented environment
- Time-management skills and the ability to multi-task and negotiate competing priorities in a fast-paced environment
- Strong interpersonal, communication, and negotiation skills
- Critical thinker and problem-solver, a detailed and analytical thinker
- Applicants must have a minimum of 5 years of experience in the project management/construction field
Education and Certification:
- Post-secondary education in a related field or combination of education and experience
- Project Management Professional (PMP) designation or, at a minimum, Certified
- Associate in Project Management (CAPM)
Other:
- Vehicle and valid driver’s license with regular/weekly/frequent travel to Halifax and modular sites with overnight travel depending on site locations and homebase of the successful candidate
- Ability to work extended hours as required by project demands, including occasional evenings and weekends
