The Housing Stabilization Team is seeking an experienced Business Analyst to support the Emergency Housing Assistance Product Manager and various projects within our portfolio. The Business Analyst will play a crucial role in enabling our stakeholders to administer emergency housing programs through strategic IT investments. The role involves translating business and technical requirements into test plans, creating support documentation, and ensuring the successful implementation of projects through quality assurance testing, user acceptance testing, and production deployment. The Business Analyst will also conduct research to identify and assess solutions, determine their feasibility, and analyze their impact on the business.

Key Responsibilities
Analysis
- Collaborate cross-functionally with business owners, end users, subject matter experts, and other stakeholders.
- Gather, assess, and document business requirements using various techniques, including work sessions and interviews.
- Identify and recommend business priorities, advising on options, risks, and costs.
- Participate in and/or develop training sessions, demos, and documentation, ensuring peer review, validation, and accurate submission of outcomes.
- Develop technical standards and policies to meet customer needs and ensure that systems analysis procedures are implemented effectively.
- Participate in daily stand-ups, planning, and retrospective meetings.
- Write use cases, business rules, and other artifacts to clearly articulate business processes, desired outcomes, and requirements.
- Evaluate information from multiple sources, reconcile conflicts, and develop innovative solutions for existing problems.
- Document business, application, and system scenarios to identify stakeholders impacted by proposed solutions, adhering to proper change management procedures.
Quality Assurance
- Create and maintain test plans to ensure scalability, security, functionality, and usability for successful code deployments.
- Develop test scripts, conditions, input test data, and expected results for various test streams, including unit/component, assembly, product, performance, and acceptance tests.
- Update and maintain testing standards and procedures.
- Execute test scripts and document defects using the project’s defect management tools.
- Work with the application team to resolve issues identified during the testing process.
- Participate in the release control process to ensure solutions meet business requirements.
- Validate product fixes and inform the project lead of any issues affecting schedule, budget, or quality.
- Assist the training team in developing training materials and establishing training cases in the UAT environment.
- Perform other duties as assigned.
Qualifications
- 3-5+ years of experience as a Business Analyst, with direct experience using business analysis tools and techniques (Public sector experience preferred).
- Proficiency with Salesforce, including system configuration, administration, and reporting (Government Cloud experience a plus).
- Strong analytical, problem-solving, and communication skills.
- Ability to work collaboratively in a cross-functional team environment.
- Excellent verbal and written communication skills.
- Team-oriented attitude with a proven ability to collaborate across all levels of an organization.
Desired Skills/Experience
Knowledge of housing and homelessness prevention programs is highly desirable.
Experience with Snowflake and Tableau.
Familiarity with various software development methodologies (Agile, Waterfall) and an understanding of their suitability for different environments and applications.
Advanced experience with Microsoft Office, including pivot tables, charts, Visio, data analytics, and project management tools like JIRA.
Experience with SQL is a plus.
