**Contractor Job Opportunity in IT Project Management**

**Overview**
The North Carolina Department of Health and Human Services (DHHS) is looking for a short-term project management expert to facilitate the implementation of various web-based and low-code applications. These applications will either be developed by external vendors or by internal development teams.

**Primary Responsibilities**
- Develop and secure approval for business cases for new projects by conducting stakeholder and market analysis, cost/benefit analyses, and project schedule estimates.
- Implement medium to large-sized projects of moderate to high complexity and risk.
- Manage project dependencies that affect multiple divisions and external entities.
- Collaborate with senior-level executives, IT professionals, business programs, and local stakeholders to analyze project requirements and manage stakeholder expectations.
- Establish and execute comprehensive communication plans for all project stakeholders.
- Coordinate closely with DHHS business units, IT, and selected vendors to ensure successful project implementation.
- Act as scrum master for internal agile development projects.
- Provide leadership and oversight for project teams and vendor activities, reporting to senior portfolio and executive management.
- Collaborate with development teams to monitor project milestones and identify potential risks, keeping management informed of any issues.
- Support vendor management by ensuring that vendor deliverables are reviewed for approval and aid in invoice validation activities.
- Generate project management documentation in compliance with PMI's PMBOK, the NC DHHS PM Methodology, and the State of NC project methodology, including budget development, expenditure tracking, and status reports.
- Oversee day-to-day project activities, ensuring quality, monitoring risks, controlling costs and schedules, and managing project changes.
- Utilize the State project portfolio management tool (Microsoft Project Server and SharePoint) and maintain online project notebooks (SharePoint).
- Cultivate and manage relationships and dependencies across various stakeholders to ensure successful project delivery.
- Support procurement efforts by developing necessary documentation, including Requests for Proposals and Statements of Works, and assist during bid evaluations, contract negotiations, and award processes.
