General Description
This position is responsible for:
- on-site visits of SR & VPK providers to determine accuracy of records and efficiency of operations.
- desk reviews of SR & VPK providers to examine and analyze records of to insure proper documentations are validated.
- desk reviews of VPK children to validate age & resident requirements.
- compile and submit statistical reports that addresses accuracy of eligibility, attendance, reimbursements, reports of unusual incidents, child absences, record keeping of parental co-payments, maintenance of records, implementation of DEL required curriculum, teacher credentials, and DCF violations.
- assist providers with interpreting & resolving compliance issues with using DEL Chapter M-4 statues and VPK & SR Standard Eligibility Review Program Guide Manual.
Essential Job Functions
- Interpret and implement Division of Early Learning statues and Dept. of Children and Families rules and regulations regarding subsidized child care services & provider requirements.
- Efficient with using Data entry-New Modernization & Child Care Management System/Early Learning Information System.
- Issue corrective action notices and reimbursement adjustments to non-compliant providers. Reviews and determines if submitted corrective action plans are acceptable or not cleared.
- Provides technical assistance as needed for providers.
- Conducts follow-up monitoring with high risk providers.
- Prepares monthly reports and year end reports that illustrates the overall percentage and numbers of compliance/non-compliance cases.
- Completes monthly tracking logs.
- Coordinate and provide documentation for audit requests.
- Attends and participates in required meetings, trainings, and job related events.
- Manages and maintains daily job functions.
- Maintains a high level of professionalism and supports the success of the mission and vision of the coalition.

Education And Experience
- High School Diploma required. Associate Degree preferred.
- At least two (2) years’ experience in monitoring, record keeping or
- A four-year combination of education, training, or experience in determining eligibility for subsidized programs such as child care, social services or public assistance related programs.
Licenses And Certifications
Valid driver’s license.
Environmental Conditions
- Primarily works in an office setting and field work required.
- Local travel for training or special events.
- Some nights and weekends required for trainings.
- Able to lift up to 30 lbs.
Other Required Duties
There will also be other duties as the Coalition sees fit to help with the overall of the Organization, and to provide services based on state mandates and other requests.
