The State of Connecticut Department of Transportation (DOT) invites its qualified agency employees to apply for a Transportation Supervising Planner in a newly formed Linear Referencing Systems (LRS) Unit, part of the Office of Roadway Information Systems. This position is being created within the Bureau of Policy & Planning, at our headquarters, located in Newington CT.
The focus of this unit is to manage, analyze, and maintain various transportation related data in an LRS geospatial format, to provide other Bureaus across the Department with reliable and accurate data to make informed project and program investment decisions.

POSITION HIGHLIGHTS
Full Time, 40 hours per weekP-4 (Engineering and Scientific) bargaining unitLocation: Newington, CTThis position would report to a Transportation Assistant Planning Director or employee of a higher level. This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office.Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
The Role
This position will supervise a newly organized LRS Unit dedicated to expanding, enhancing, and maintaining the Department's geospatial LRS. Numerous offices and programs are becoming dependent upon data associated with other multimodal infrastructure assets being in this useable, interoperable geospatial system.
Candidates should have experience with collection of data from a variety of sources and manage that information within specialized software platforms and databases. This position will lead the Department in meeting all Federal requirements outlined in FHWA's All Roads Network of Linear Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS), and Model Inventory of Roadway Elements (MIRE) initiatives.
This position requires working collaboratively with unit and office staff, and with other offices within the Department of Transportation, as well as public entities to collect, model, enhance, analyze, report, and expand the Roadway Inventory features and assets that are contained within the network. Field work and travel may be required to complete some of the duties of the position.
Additional Duties Include
- Lead the unit in quality control assessment of asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity
- Lead the unit to ensure proper integration of data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets (e.g. intersection/interchange to support Over-size/Overweight Permitting Process, configuration, private road network expansion, center line rumble strips, approved speed limits)
- Lead the development and data model creation of other multimodal LRS networks such as Trails, Busway, Rails, Bus Routes
- Conduct outreach to the municipalities to gather, format, and integrate appropriate local roadway datasets; organize and advise Department partners on developing technology solutions to aid in collection, integration, and quality assessment of data
- Analyze data, perform quality control procedures, and have it accurately made available to display on the LRS along with other GIS formats for enterprise consumption for visual and analysis purposes
- Create, develop, and extract reports and dashboards of various assets for comparison, analysis, and cross validation as well as develop reports to provide summary data; direct and guide consultant/outside developer(s) on network and system updates
- Work closely with various internal and external partners and customers including FHWA, municipal officials, regional organizations, and state officials
- Schedule and supervise unit responsibilities including, but not limited to field data collection, office processing of collected data, research and analytical functions, and various other planning activities
- Stay current with software and hardware data technologies

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES

Minimum Qualifications - General Experience
Eight (8) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
Minimum Qualifications - Special Experience
One (1) year of the General Experience must have been in a lead capacity.
NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 2.
Minimum Qualifications - Substitutions Allowed
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications
- A bachelor's or master's degree in Management Information Systems, Geographic Information Systems, Geography, Data Analytics, Science, or a closely related degree
- Experience in field data collection in GIS and/or Linear Referencing System (LRS) development, including management of large datasets
- Experience with Microsoft Office and other programs such as, but not limited to: FME, PowerBi, ESRI's product suite, and Google Earth
- Experience with computer programming languages, large data sets, querying and scripting capabilities, and database management using applications such as Java, SQL, Python, and others
- Experience utilizing geospatial data management tools such as Esri's ArcGIS Desktop Suite (ArcMap, ArcCatalog, etc.) ArcGIS Pro, QGIS, Esri's ArcGIS Enterprise web-based suite (Web-App Builder, Survey123, Collector, Field Maps, Experience Builder), and Safe Software's Feature Manipulation Engine (FME)
- Experience problem-solving with an emphasis on data architecture & modeling, data linkage, and GIS application configuration
- Experience working with a variety of datasets and databases (e.g. Oracle, ArcSDE, SQL)
- Experience working with Esri's Arcade programming languages to facilitate geospatial data management and analysis
- Experience with Data Governance principles and current practices within the industry

- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
