Duties
As An IT Program Manager (PLCYPLN/APPSW), You Will
- Serve as the Digital Experience Program Lead for the Development Finance Corporation (DFC).
- Lead the design and implementation of user-centered digital experiences, including websites, mobile apps, and other digital platforms.
- Act as a central hub within the team composed of content strategists, User Interface (UI)/User Experience (UX) designers, technical architects and developers.
- Utilize analytics and user feedback to continuously optimize digital experiences and drive improvements.
- Develop, communicate, and execute long-term product/system vision, strategy, and initiatives that align with corporation strategy within the scope of the software product and cultural change management verticals.
- Identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies.
- Serve as a consultant to customers on backlog prioritization, epic/feature/use case/user story creation, identifying user personas, acceptance criteria, and gathering and authoring business, functional, and technical requirements as related to optimum digital experience.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
BASIC REQUIREMENT

One Year Of Specialized Experience Equivalent To The GS-13 Grade Level In The Federal Service That Demonstrates Your Experience In All Of The Following
- Understanding and applying federal usability guidelines and plain language mandates.
- Communicating complex User Experience (UX) concepts to non-technical stakeholders and for effective team collaboration.
- Defining and driving strategy, vision, and roadmaps for User Experience (UX) initiatives within an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
