Roles and Responsibilities:
- Lead the architecture, design, and development of comprehensive solutions that meet the Federal Maritime Commission's (FMC) requirements for transitioning existing applications to the ServiceNow platform.
- Collaborate closely with FMC's Office of Information Technology (OIT), COR, and technical leads to review existing applications and develop a strategic modernization plan.
- Develop and present proof of concepts for the design and transition of applications to ServiceNow, ensuring alignment with FMC’s business processes and future state requirements.
- Oversee the implementation of ServiceNow Public Sector Digital Services, ensuring all applications comply with NIST standards, Section 508 Accessibility standards, and other federal mandates.
- Create detailed application transition plans, including data migration strategies and integration of applications across various platforms such as .NET, SharePoint, and Azure.
- Ensure the development and deployment of new applications are in accordance with agile methodologies and FMC's approved sprint cadence.
- Design and implement security, access controls, and role-based dashboards and reports for each application, adhering to the highest standards of data integrity and compliance.
- Provide comprehensive system documentation, user guides, and training for FMC’s stakeholders and administrators.
- Lead troubleshooting efforts and provide ongoing support, including setting up necessary development and testing environments and minimizing downtime during updates and transitions.
- Develop contingency and disaster recovery plans, ensuring continuous operations and data protection.
Skills:
- Strong expertise in ServiceNow platform architecture, particularly within the Public Sector Digital Services module.
- Deep understanding of agile development methodologies and experience leading agile teams.
- Proficient in designing and implementing solutions that comply with Section 508 Accessibility Standards and NIST guidelines.
- Knowledge of cloud platforms such as Azure, and experience with data migration and integration across multiple platforms.
- Exceptional problem-solving skills and the ability to troubleshoot complex technical issues.
- Excellent communication and stakeholder management skills, with experience in presenting technical concepts to non-technical audiences.
- Ability to develop comprehensive technical documentation and user guides.
- Strong project management skills with a focus on strategic planning and execution.
Required Experience:
- At least 15 years of overall experience with IT specific low/no code platforms.
- At least 10 years of experience with Service Now/expert knowledge of ServiceNow environments and architectures, current industry standards for SaaS (including Security), trends and developments regarding Enterprise Architecture, cloud computing and storage, to include emerging technologies such as web/network accelerators, load balancers and in-memory appliances.
- The Solutions Architect must also have supported Federal Government projects in that capacity within the last five years and have a thorough understanding of FEDRAMP requirements.
- Proven track record of successfully transitioning applications to ServiceNow, including design, development, testing, and deployment phases.
- Demonstrated experience in leading cross-functional teams and managing complex, multi-phase IT projects.
- Familiarity with .NET, SharePoint, and Azure platforms, including experience in application integration and data migration.
Education:
- Bachelor’s degree in a technical field.
Certifications and Training:
- ServiceNow Certified System Administrator (CSA) required.
- ServiceNow Certified Implementation Specialist (CIS) preferred.
- Certified Information Systems Security Professional (CISSP) or equivalent security certification is a plus.
- Agile Certified Practitioner (PMI-ACP) or Certified ScrumMaster (CSM) preferred.
- Training in Section 508 Accessibility Standards and NIST guidelines compliance is a plus.
