The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of British Columbians. Reporting to the Director of Data & Informatics, the BI Program Manager is accountable for enabling analytics services related to BCCDC’s Surveillance Data Marts in PHSA's Platform for Analytics & Data (PANDA), data quality, and application support. This role supports multiple analytics products and collaborates with various stakeholders, including the Director of Data Engineering, the DARE PANDA team, and key groups within Health Authorities and the Ministry of Health. Responsibilities include developing the analytic strategy for the unit and overseeing the implementation of activities to achieve strategic objectives. The role requires a high degree of expertise in analytic data holdings and methodologies, along with the ability to communicate effectively with a wide range of internal and external stakeholders. Additionally, program management expertise and methodologies are employed to ensure the successful completion of product team deliverables on time and within budget. The role also involves managing and directing staff, budget development and oversight, and implementing operational plans, providing leadership and direction for operations management, utilization and risk management, and quality improvement at BCCDC.
Qualifications:
A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration, Computer Science or relevant health care discipline with a minimum of seven (7) years’ recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
• Past operational experience with Clinical Information Systems is an asset, as is work experience within British Columbia’s health care system. Knowledge of and experience with PANDA interfaces in complex epidemiological integration projects, and administration data sources is preferred.
• Project Management Professional designation considered an asset. Experience or working knowledge of quality improvement methodology, change management and public health is key to the success of this role.
• Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
• Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
• Detailed understanding of the Truth and Reconciliation Report and Calls to Action (TRC), the National Inquiry into Missing and Murdered Indigenous Women and Girls (NIMMIWG), the In Plain Sight Report, and the BC Legislation on the Declaration on the Rights of Indigenous Peoples Act (BCDRIPA).
