Overview:
New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. The Clinical Standards project aims to support this objective by identifying and developing clinical standards to be adopted across the province and seamlessly integrated into the forthcoming CIS.
The Department of Health (DoH) in New Brunswick requires a single
Project Manager (PM) capable of leading a large-scale clinical standardization project. The project manager will be responsible for planning, executing, and overseeing the successful completion of the project. They will serve as the central point of communication and coordination among team members, stakeholders, and clients, ensuring that project goals and objectives are met efficiently and effectively. The project manager will establish project plans, allocate resources, manage risks, and monitor progress. Furthermore, the project manager will build relationships with internal and external resources and report regularly on the project status to leadership. Duties include, but are not limited to, defining project approaches, leading initiation, planning, and sequencing exercises, analyzing, and clarifying project scope and desired outcomes, integrating project information into management plans and reports, facilitating the production of project deliverables, defining and employing tools required to measure, monitor and manage the timely completion of project outcomes.
The chosen individual's work will be comprised of a mixture of steady state and project-based efforts.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.
Deliverables:- Work with clients and internal teams to define and establish project scope and requirements, create solutions, and develop an executable plan, accounting for resource needs, timelines, and costs.
- Facilitate communication and collaboration with stakeholders at various levels, including clinicians, IT teams, healthcare administrators, and regulatory bodies.
- Manage scope, requirements, resources, time, cost, quality, risks, and communications for on-time, on-budget, high-quality project delivery.
- Drive structure and content for Project Status meetings and Steering Committee meetings with key Client stakeholders
- Report status and progress of assigned activities to program management as required.
- Identify potential risks and anticipated points of resistance and develop specific plans to mitigate or address concerns.
Must Haves:- Post-secondary education in Health Informatics, Information Technology, Information Management, Public or Business Administration or equivalent combination of applicable education and experience.
- 8 years of project management experience, with a proven history of managing large, cross-functional teams, overseeing budgets, and delivering multiple projects on time and within scope in a fast-paced environment.
- 5 years of demonstrated direct experience managing healthcare IT projects, with a specific focus on developing or implementing Health Information Systems (HIS)/ Clinical Information Systems (CIS) and Clinical standardization.
Rated Criteria:- Experience planning and overseeing transformative clinical information system-related projects to ensure they are completed on time, on budget and according to the agreed scope of delivery.
- Experience leading projects through the full lifecycle using adaptive (agile) and predictive (waterfall) modes.
- Demonstrated expertise employing project management tools, methodologies, and best practices.
- Experience working with cross functional business and technical teams that include a mix of in-house and external resources and stakeholders.
- Demonstrated experience working with a high level of self-direction, strong interpersonal skills, and the ability to confidently engage and collaborate with project team members, subject matter experts, and stakeholders at all levels.
- Demonstrated experience leading large transformational health projects (over 2 years in duration) requiring the consolidation of multiple applications and tools.
- Previous experience working within New Brunswick's two regional health authorities (RHA), displaying a strong understanding of the local healthcare landscape, policies, and practices.
- Current Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Agile Certified Practitioner (PMI-ACP), PRINCE2 designation or other industry-recognized project management accreditation.
- Knowledge of Microsoft Office 365 suite (Excel, Word, PowerPoint, Visio, Outlook, Teams) in the work environment.
- Excellent verbal and written communication, facilitation, and presentation skills in both French and English is strongly preferred.
