Position Overview
As Project Manager in the Water Resources Division, you will work directly with the Director of Water Resources to lead the team through all phases of a project, from planning to permitting, grant funding compliance, and design. You will be responsible for managing projects, clients, and budgets, and will direct large-scale multidisciplinary projects or medium-sized projects with high technical complexity.
Essential Duties And Responsibilities
- Report directly to the Director of Water Resources Division.
- Manage and design wastewater, drinking water, and/or stormwater projects.
- Oversee the full project lifecycle for municipal water and wastewater facilities, including treatment plants.
- Manage projects, clients, and staff within the Water Resources Division.
- Monitor the schedule of multiple projects within the department.
- Collaborate with the Director to guide engineering teams in creating plans, designs, cost estimates, and specifications for civil, water, wastewater, and utility projects from concept to bid documents.
- Develop project scopes and objectives and coordinate efforts to ensure efficient and cost-effective project execution.
- Handle internal finances, including billing, invoice generation, and resource allocation.
- Participate in client meetings, including proposal, progress, and completion meetings as needed.
- Remain knowledgeable about various federal, state, and local funding opportunities and use that knowledge to leverage grant funding for projects.
- Compile necessary information for grant funding applications and ensure they are submitted on time and within application parameters.
- Ensure grant compliance throughout the project life, including AIS and MWBE requirements.
- Advocate for sustainable design solutions.
- Conduct quality assurance/control of contract documents and team members' work, verifying methodologies, calculations, and outcomes.
- Visit project sites periodically to ensure compliance with design specifications and address any concerns.
- Ensure engineering activities comply with environmental, safety, and other government regulations.
- Work with discipline and regional leadership to grow the Water Resources team and service line in the region.
- Maintain and enhance client relationships, identifying new business development opportunities.

Required Qualifications
- Bachelor's degree in Civil, Environmental Engineering, or a closely related field.
- Minimum of 5 years of experience, with at least 2 years in a Project Manager role, or an equivalent combination of education and experience.
- Professional Engineering License is a plus, but not required.
- Highly accountable with a positive attitude and a commitment to exceeding client expectations.
- Proven leadership experience with a track record of solving complex design problems.

- Excellent communication and interpersonal skills.
- Experience managing clients, projects, and engineering/CAD teams with a professional demeanor.
- Working knowledge of design techniques, tools, and principles for producing precision technical plans, drawings, and construction specifications.
- Progressive leadership roles managing multiple projects.
- Understanding of drinking water treatment, distribution systems, wastewater collection, and treatment systems, including experience in utility design and compliance with federal and state regulations such as Ten State Standards.
- Familiarity with New York state agencies and their design criteria/guidelines.
- Experience with federal and state funding programs for municipal clients is a plus.
- Proficiency with Revit, AutoCAD, and Civil 3D is a plus.
- Strong organizational and detail-oriented skills, capable of maintaining accuracy while managing multiple requests in a growing company environment.
- Experience in developing and reviewing Owner/Engineer Professional Service Contracts, with familiarity with EJCDC Documents as a plus.
