Job Purpose
Responsible for managing various aspects of project engineering, maintenance engineering, and facilities planning engineering within the organization. Plays a pivotal part in ensuring the effective planning and execution of projects and the efficient operation of facilities.
Job Dimensions and Business Metrics
- Leadership responsibilities include the overall direction, planning and evaluation of Project & Facilities Planning unit.
- Accountable for USD 5M – 20M annual budget. Partial budgetary preparation/compliance accountability in assigned areas.
- Responsible for direct and indirect headcount management of 5+ full-time equivalent (FTE) employees.
- Highest level of confidentiality and access to information which unauthorized disclosure could be expected to have a severe or catastrophic adverse effect on organizational operations, organizational assets, or individuals.
- Decisions are made within policy parameters.
- Partially accountable for long-range operational planning in assigned areas.
Key Accountabilities include the following. Other duties may be assigned as required.
- Manages project engineering activities, including project planning, design, and execution.
- Manages collaboration amongst project managers to ensure projects are completed on time, within scope, and within budget.
- Manages development of project plans and sets work assignments for discipline engineers in the process, mechanical, electronics, civil, etc. Manages coordination and controls the work of engineers engaged in managing FEED preparation prior to submission for approval. Manages revision and finalization of scope of work, drawings, specifications, and technical requirements, and ensures preparation of tender document package, authorization for expenditure, management approval, in accordance with established procedures and regulations.
- Manages revision and evaluation of bidders’ proposals. Manages coordination and control of the activities of assigned engineers who review and inspect contractors’ performance. Negotiates variation orders in the contract with representatives of contractors. Receives and endorses invoices for payment for projects and signs gate passes for materials required in the construction and modification of facilities. Holds meetings, conducts presentations, and control communication with other departments and contractors. Upon completion of projects, manages preparation of drawings, final specifications, performance test reports and acceptance letter and transfers responsibility to operating department and maintenance department for normal operation and routine maintenance.
- Manages the quality of engineering services provided. Approving changes and waiver to the standards and specifications.
- Manages Technical supervision, Staffing, and qualified engineers to support the facility- engineering requirement.
- Manages economics evaluations, revision of all planned activities to ensure that they are efficient and cost effective.
- Manages monitoring of project progress and quality to meet organizational goals.
- Manages the maintenance engineering team responsible for the upkeep and reliability of equipment and infrastructure.
- Manages development and implementation of preventive maintenance programs.
- Ensures that maintenance activities adhere to safety and quality standards.
- Manages facilities planning engineering efforts to optimize facility layout, capacity, and utilization.
- Manages collaboration with cross-functional teams to plan for future expansion and improvements.
- Ensures compliance with building codes and regulatory requirements.
- Accountable for the overall direction, coordination, and evaluation of the unit.
- Carries out leadership responsibilities following the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; managing organizational structure.
- Strictly follows established environmental, health, safety and quality policies and procedures to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.
- Advocates safety culture across the organization.
- Undertakes accountabilities in the operational excellence process as set out in the schedule of responsibilities.
- Contributes to the process of continuous improvement for the area managed and the organization more widely.
- Provides environmental, health, and safety leadership in maintaining a goal of zero incidents, process safety and environmental events within the area of responsibility.
- Performs any other relevant task as directed by Executive Director Technical Services.
Qualifications

Education, Certificates, Licenses, Registrations and/or Experience
10 to 12 years related experience including 3-5 years at a management level, covering Project Engineering, Maintenance Engineering operations, preferably in oil & gas sector.
Academic background includes a minimum of a bachelor's degree in relevant field.
