About The Position

There are currently two (2) Business Systems Analyst vacancies in different departments: the Department of Finance and the Office of the Assessor-Recorder-County Clerk.
About the Office of the Assessor-Recorder-County Clerk (ARCC): The Assessor-Recorder-County Clerk (ARCC) oversees the valuation of taxable real and business personal property; records and maintains documents regarding property ownership, births, deaths and marriages; performs civil ceremonies; and possesses marriage licenses, fictitious business names and other legal documents.
About the Department of Finance (DOF): The Department of Finance serves as the County Auditor-Controller, Treasurer, Tax Collector and Public Administrator. Among the department’s core programs is the levy, collection, and allocation of local property tax.
Business Systems Analysts (BSA’s) conduct research, plan and execute complex business systems coordination projects. The incumbent will document and evaluate business processes and computer/software systems requirements in their assigned departments, analyze complex program data for accuracy and completeness and prepare written recommendations about processes, data conversion strategies, and system integration, configuration and implementation. They are also responsible for testing and validating the system functionality and the business processes.

- Recommend and develop process improvements
- Train end-users on processes, procedures, and system functionality
The current vacancies are in the following departments:
Assessor-Recorder-County Clerk (ARCC): This is a one-year fixed term, fully-benefitted assignment. Working under the direction of the Assistant Assessor-Recorder-County Clerk, this Business System Analyst will focus on computer system processes and requirements specific to the work of the Assessor-Recorder-County Clerk.
Department of Finance (DOF): This is a one-year fixed term, fully-benefitted assignment. Under the direction of the Tax Division Chief, the Business System Analyst for the Tax Division will focus on system requirements for the property tax and tax collection program areas in order to aide the division in successfully levying, collecting and allocating local property taxes.
Although these positions are budgeted for one year, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempted from the County’s policies regarding lay-off order and reduction-in-force rights.
About You
Our Highly Qualified Candidate: The ideal candidates for both assignments are highly motivated and detailed-oriented professionals who have strong investigative, problem solving and organizational skills. They can multi-task within prescribed deadlines, perform data-intensive reconciliations, and articulate business practices to internal and external stakeholders. They are familiar with methods of analyzing, documenting, testing and implementing financial and/or data systems and applications. Advanced skills in Excel and proficiency in Word, Outlook and Powerpoint are highly desirable
The ability to collaborate and build relationships with a variety of team members at all levels and outside vendors is vital to the success of this work. The ideal candidates are effective communicators and strategic thinkers, who independently seeks opportunities for innovation and leads by example to motivate and inspire others. Additionally, they can adapt to changes in business needs, project conditions and general direction.
For the
ARCC assignment, the highly qualified candidate is substantially familiar with assessment operations and appraisal systems.
For the
DOF assignment, this candidate is knowledgeable of property tax operations and financial systems as well as principles and practices of property tax levy, collection, and allocation.
Qualifications
Knowledge of:
- Project management tools and techniques.
- Methods for analyzing, documenting, testing, and implementing ERP systems and applications.
- Software applications including spreadsheets, presentations, and word processing.
Ability to:
- Lead discussion with managers and end users to define and document business requirements; develop and document business and technical process, functions and procedures.
- Coordinate with end users and technology staff to implement new releases of software, new functionality and system patches.
- Develop an understanding of departmental business processes and technology requirements.
- Read and interpret a variety of technical manuals and instructions designed for automated applications.
- Plan, direct and review the work of staff; instruct staff in work procedures
- Communicate effectively both orally and in writing, including writing clear, concise and detailed instructions, procedures and reports.
- Establish and maintain effective working relationships with persons contacted in the performance of duties.
MINIMUM QUALIFICATIONS: Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor's degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities. Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.

Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available . However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed and when deemed appropriate.
Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list.
The eligible list established from this recruitment will be used to fill the current vacancy and all future vacancies in this assignment that may occur while the list remains active. Eligible lists remain active for a minimum of one year.
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect.
