Duties
AmeriCorps Seniors engages more than 140,000 older adults in volunteers service through its Foster Grandparent Program (FGP), Senior Companion Program (SCP), Senior Demonstration Program (SDP), and RSVP, enriching the lives of volunteers and benefiting their communities. The Training and Evaluation Team is responsible for AmeriCorps Seniors' strategic training and technical assistance plans, delivery of education content to applicants, grantees, and regional staff, the formulation and execution of strategies related to the ongoing development, implementation, and evaluation of performance measurement and the use of evidence within AmeriCorps Seniors' grants.
Responsibilities
To support the AmeriCorps Seniors (ACS) program office, this position is responsible for the implementation of a research and evaluation agenda capable of comprehensively addresses ACS mission, accommodate ACS and agency-wide evidence priorities, and highlights the most effective policies, program and practices in the aging space and volunteerism. Primary responsibilities include:
Program Evaluation
- Works in partnership with the Office of Research and Evaluation (ORE), to continue to build on the current evaluations that measure the impact of the ACS programs on communities, volunteers and people served.
- Reviews historical program evaluations and current literature to identify policy and program questions to identify trends in aging and among older adults.
- Leads AmeriCorps Seniors ongoing assessment of program models, managing research and evaluation archives along with other planning and implementation documents.
- Disseminate project findings widely, internally, and externally (via training, guidance, tools and resources for internal staff and grantees, webinars, social media, and blog posts, etc.)
Research and Data Analytics Projects
- Collaborates with ORE on the designing and oversight of research studies involving ACS grantees, volunteers and/or beneficiaries.
- Support ACS research studies through data analysis and reporting.
- Analyze current impact and investment of AmeriCorps Seniors programming. Collaborate with other departments, including the Office of Regional Operations target and track future investment based on key metrics of the agency.
- Collaborate with other unit's and AmeriCorps Data Team to help ensure AmeriCorps Seniors program requirements are represented in agency data systems design and operation.
- Collaborate with AmeriCorps Seniors' other office units and relevant AmeriCorps offices to use evaluation analysis to inform program, training, guidance, and support improvements for grantees and AmeriCorps staff.
- Assist with evaluating AmeriCorps Seniors' repository of on-demand virtual trainings to assist with curation and improvement of the end-user experience.
Evaluation Capacity Building
- Collaborate with ORE on performance measurement and evaluation reporting tools to ensure the full impact of ACS programs is captured.
- Develop and lead learning opportunities and tools for the ACS portfolio and the agency based on results of research studies.
- Create program deliverables through data visualizations for both technical and non-technical audiences, including graphs, charts, and maps.
- Responds to ad-hoc data and information requests in a timely fashion.
- Performs other duties as assigned.

- A 2-year probationary period is required for new Federal employees and supervisors.
- Merit Promotion and internal applicants must submit a SF-50 to verify status and grade
- Must be telework ready.

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service.
Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: 1) independently designing, conducting or overseeing research or program evaluation studies, preferably focused on topics related to AmeriCorps Seniors' mission and programs such as older adult populations or volunteerism; 2) experience with various research and evaluation methodologies, and 3) data analysis and reporting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
Such experience must be clearly documented in the applicant's resume.
Education
This job does not have an education qualification requirement. Education may not be substituted for specialized experience at this grade level.
