Position Definition:
The Byers and Rustagi labs, both part of the Center for Data to Discovery and Delivery Innovation (3DI) at the San Francisco VA Health Care System, is dedicated improving Veteran’s health through rigorous, impactful outcomes research.
We are seeking a Program Manager who will be involved in the implementation of research projects. The Program Manager will lead and have primary responsibility for the implementation and progress of existing projects as well as overall administrative management of the labs. This will be shared position with time split approximately equally between the Byers and Rustagi labs. Drs. Byers and Rustagi are long-standing collaborators who work together closely and meet regularly.
This role requires supervision of Research Assistants, management of ongoing quality assurance, completion of individual research cohort, data acquisition, overseeing all administrative tasks associated within the lab, including the budget, implementation of all required institutional policies, and managing human resources related issues for all lab members. These tasks will be done under the direction of the Principal Investigators (PIs) and in tandem with the Northern California Institute for Research and Education (NCIRE).
Essential Functions
Project Management for the Byers and Rustagi labs
The Program Manager Will Oversee Ongoing Quality Assurance And Project Management Of An Existing National Survey And Existing Analyses Of Large Data Sets. In This Role, The Program Manager Will Supervise Several Research Assistants, Support Statistical Analyses Of Existing Datasets, Accurately Submit All Data And Institutional Review Board (IRB) Requests, And Draft Grant Related Reports In a Timely Manner. To Successfully Meet The Project Management Responsibilities Of This Position, Qualified Individuals Should Feel Comfortable:
- Preparing and verifying all grant applications, which are submitted with regularity throughout the fiscal year and to several different organizations. This requires detail-oriented planning, organization and budget awareness;
- Serving as a liaison between the labs and several organizations to ensure efficient research progression. Associated organizations include the human resources department of NCIRE, the San Francisco Veterans Administration (SFVA), and the University of California, San Francisco (UCSF);
- Overseeing all IRB deadlines and efficiently and accurately submitting IRB modifications and annual reviews;
- Training and supervising the lab research assistants to ensure proper and timely project related tasks;
- Organizing applications for access and obtainment of large-scale data;
- Assist with development of data use agreements;
- Preparing monthly financial reports (and other reports as necessary), monitoring and approving spending, and identifying and discussing trends in spending with PI;
- Ensuring financial health of the labs, including developing longer term financial planning and policies to improve programming over time in accordance with PI direction;
- Overseeing weekly quality assurance reviews with each individual research assistant;
- Reviewing existing financial operating systems, and working with the PI to revise and implement strengthened systems and procedures, including keeping current on trends, compliance issues, regulations and guidelines internal to NCIRE, SFVA, and UCSF;
- Writing annual evaluations, providing general support and guidance, giving ongoing feedback, troubleshooting, and resolving problems in tandem with the research assistants;
- Managing the ongoing grant process, including by tracking and processing gifts and other income, maintaining financial documentation, providing analysis on progress with grant spending, policy interpretation on grant parameters, and developing grant reports for PI;
- Organizing meetings for studies;
- Helping to organize Power Point and other presentations;
- Experience with VA research a plus.
- Experience with social media management and website development a plus.
Administrative Management for the Byers and Rustagi labs
In Addition To The Primary Role Of Project Management, The Program Manager Will Also Oversee Administrative Tasks Associated With Efficient Lab Maintenance. This Includes Actively Recruiting Staff When Necessary, Ensuring Accurate Time Keeping, Managing Staff Reimbursements And Purchasing Necessary Lab Supplies. To Successfully Meet The Administrative Responsibilities Of This Position, Qualified Individuals Should Feel Comfortable:
- Developing human resources policies and processes in accordance with existing NCIRE policy, including hiring of regular and temporary staff, consultants, onboarding and off boarding, leaves, and time approvals;
- Preparing, monitoring, and managing budgets and fiscal year closings. Reports on the management of the financial operations are due at regular intervals and are integral to the success of managing the lab;
- Documenting and communicating administrative and financial policies and procedures to relevant staff, including by providing training on these policies.
Job Requirements
To be considered for this position, qualified applicants should possess the following:
- Extensive experience in a research lab, including experience submitting IRB reports and responding to IRB requests;
- Familiarity with supporting grant applications;
- Supervisory experience, including providing feedback and managing human resources related tasks;
- Excellent written and oral communication skills;
- Able to work well with others including the principal investigators and other research colleagues, study staff, medical students, residents, and post-doctoral fellows;
- Master’s degree or higher.
Working Conditions/Environment
The work environment is a biomedical research laboratory. It may include minor annoyances such as noise, temperature variations, etc. The incumbent may be required to sustain standing and seated postures and to use a computer keyboard and display monitor for prolonged periods.
The base salary range for this position is $66,560.00 - $105,456.00 per year. The base salary actually offered to a successful candidate will take into account various relevant and non-discriminatory business factors including, without limitation, the candidate’s geographic location, job-related experience, knowledge, and skills, and education, as well as internal equity considerations. A successful candidate may also be eligible to earn additional compensation including bonuses.
