Reporting to the District Director, the Manager, Community Development- Programs oversees the NHC’s Homeownership and Public Housing Programs. This role involves supporting five Local Housing Organizations (LHOs) by monitoring management agreements, providing guidance, and ensuring program compliance with NHC policies and relevant laws like the Residential Tenancy Act. The Manager also manages the mortgages and homeownership portfolio, offering financial counseling and training to clients with limited experience in home ownership. Additionally, the role includes advising LHO Managers on operational improvements, collaborating with regional and headquarters staff on improving existing programs and/or the creation of new program initiatives.
Key responsibilities of the successful candidate will also include:
- Providing training and counselling services to LHO boards and management;
- Counselling clients on homeownership and public housing programs;
- Overseeing mortgage arrears collection procedures;
- Coordinating District projects and initiatives and annual workshops for LHOs; and
- Providing guidance and expertise in the delivery of human resources activities.
The knowledge, skills, and abilities required for this job are usually obtained through completion of a university degree in a related field with a minimum of five (5) years related experience in housing programs, mortgage and loans administration, or property management including a minimum of three (3) years’ experience managing staff.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
