Bakersfield Kern Regional Homeless Collaborative (BKRHC) is currently seeking a
By-Name-List Data Coordinator to join their teamin Bakersfield, California. The
BNL Data Coordinatorwill be responsible for working alongside the BFZ subcommittee chair to build and maintain community wide quality by-name data sets. This includes socializing data definitions, developing a shared vision for quality data, establishing reporting policies and procedures to ensure timely and clean data, and producing data products that facilitate data-driven decision making. The BNL Data Coordinator will work with the CoC agencies to ensure that the Chronically Homeless BNL reaches and maintains functional zero.
Duties And Responsibilities

- Lead and facilitate the Built for Zero (BFZ) Chronically Homeless BNL meetings
- Attending all BFZ committee meetings and BNL calls to support volunteer chair and co-chair
- Report progress to BFZ, Governing Board, and Executive Board on a quarterly basis
- Submit and monitor relevant BFZ data and report to Governing Board and Executive Board and necessary stakeholders
- Fosters and maintains relationships with providers and stakeholders in the CoC/Coordinated Entry System/local homeless response system to assist with expanding outreach services throughout Kern County. (SAP Strategy 2A & 2B)
- Acts as the lead for transferring important communications from Community Solutions (CS) to the local homeless response system
- Convene and facilitate meetings to get a Quality Singles BFZ By-Name List
- Implement and iterate new system design elements with all stakeholders
- Attend inflow and outflow related subcommittees
- Assist with efforts to decrease first-time homelessness
- Utilize data to make equity informed decisions and develop solutions to support equitable access to services and resources. (SAP Strategy 3D)
- Anticipate stakeholder needs and quickly respond with appropriate and helpful solutions
- Informs policies and procedures to clear the path for stronger infrastructure
- Utilize data to identify and prioritize the needs for specialty sub-populations to have equitable access to interim, bridge, and transitional housing options. (SAP Strategy 6B)
- Identifies and develops plans to fill community data capacity/gaps through advocacy for data resources
- Analyze data including monthly inflow/outflow reports and BFZ metrics to support data-informed decision making and to assess community progress. (SAP Strategy 1C)
- Work closely with BKRHC’s Program Administrator to collect, analyze, and interpret data to identify improvement opportunities in the Homeless Management Information System (HMIS) and present findings to various audiences including senior leaders
- Work closely with the HMIS lead agency to assist in increase participation and data quality
- Engages with Built for Zero to develop a strong understanding of quality data definitions to learn from other data leads, and to support others in the sector
- Attends weekly staff meetings, trainings, conferences and assigned
- Maintain a safe and functional environment
- Participate in all BFZ By-Name List calls and case conferencing
- Provide any other like duties as assigned
MINIMUM QUALIFICAITONS

- Ability to:

- Command of data collection and analysis, project management, and change management methodology techniques, with the purpose of enabling teams across the CoC to become expert at guiding their own improvement
- Utilize project management tools and principles to define and manage project scope, document and monitor timelines and deliverables, and resolve risks and barriers
- Identify and resolve dependencies and constraints between and cross projects by working with project leaders, sponsors, and management
- Efficiently and effectively assess resources to support initiatives and achieve milestones
- Facilitate groups and teams t promote effective and efficient achievement for their goals with optimal participation of all members
- Validate and analyze data sets from relational databases
- Interpret reporting and programming specifications and translate updates to HMIS data elements into updated reporting and programing specifications
EDUCATION AND EXPERIENCE:
The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position.
- Associate degree in computer science, or other related fields or equivalent work experience
- Minimum four (2) two of professional experience working with HMIS or similar stat systems
- Experience with project management best practices, including data quality principals, privacy and security policies and procedures, and data collection and use protocols
- Commitment to addressing racial disparities through inclusive and equitable system and program design
- Experience developing and delivering training materials, web-based presentations, and written products
OTHER REQUIREMENTS:
- Possession of a valid California driver’s license and state automobile insurance with an acceptable driving record, substantiated by a DMV printout
- Completion of a live scan clearance, physical, TB, and substance abuse screening upon offer of employment
- Bilingual language fluency (English/Spanish) highly desirable

Salary Range: $43,867.80-$65,748.80/year
