The Department of Health Care Services (DHCS), Office of Legal Services (OLS), Special Projects Unit (SPU) is seeking a permanent, full time Associate Governmental Program Analyst (AGPA) to join the OLS team. The Legislation AGPA is a full journey-level analyst with lead responsibility for time-sensitive legislative coordination, tracking, reporting, and other activities within the SPU. Under the direction of the Deputy Chief Counsel (DCC) the AGPA will perform a wide variety of complex and sensitive analytical and technical functions for the SPU and OLS.
The incumbent works collaboratively with management to plan, direct, support, and troubleshoot activities and resources and acts as a subject matter expert (SME), overseeing the internal processes and procedures related to legislative tracking (i.e. bill analysis, enrolled bill reports (EBRs), and trailer bill (TB)). The incumbent supports functionality and maintains business processes; and acts as a liaison with the DHCS Legislative and Governmental Affairs (LGA) staff and with the OLS Budget Liaison and OLS Personnel Liaison, among others.
The incumbent will bring knowledge and skills to the position to support a proactive approach to tracking and responding to inquiries, strengthening office-wide functionality, and maintaining legislative documentation. The incumbent gains knowledge of the OLS and Department organizational structures, keeping up to date with changes related to the duties of this position.

Working Conditions
This hybrid position is located in the heart of downtown Sacramento, at 1501 Capitol Avenue, within walking distance to the CA State Capitol Park, several restaurants, farmers markets, community events, and public transportation. Please see additional information below regarding telework.
This position requires extensive use of a desktop/laptop computer, computer monitor, mouse, keyboard, and telephone throughout the day. Persons appointed to this position may be reasonably expected to be able to sit and/or stand for a long duration.
This position may participate in telework in accordance with DHCS Telework Guidelines.

Telework Information
This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
