Criminal Investigation - Headquarters
The following are the duties of this position at the full working level.
- Assists the Director in planning, organizing, and/or leading efforts to evaluate exceptionally complex plans and proposals for projects involving broad areas of work processes, operations practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing analysis and evaluation of plans and proposals for projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new or revised policy. Confers with field managers or other field officials on delicate or sensitive matters relating to national criminal investigation programs. This work often requires the incumbent to have access to, and work with Top Secret level data and information.
- Represents Criminal Investigation in conferences with top echelon personnel of other IRS Divisions, Chief Counsel, and the Department of Justice, for the purposes of developing and coordinating investigative plans and programs that have multi-divisional and inter-agency impact.
- Exercises authority to represent and make commitments on behalf of the Director or Associate Director regarding program operations and the administrative management of the organization.
- Develops strategic planning initiatives and makes policy determinations for Criminal Investigation to combat cybercrime as it relates to e-commerce and tax evasion using advanced technological methods.
Crypto Program Team Lead (Senior Analyst)
POD: Woodbridge, VA
A Program Manager/Senior Analyst is needed to lead CFS' efforts to coordinate efforts between ARIS, Digital Forensics and Cyber Crimes to deliver a unified program and resource to Field Offices and Cyber Crimes Units nationwide. This position requires extensive experience dealing with the forensic acquisition of cryptocurrencies, corresponding best practices, and passing custody & control of seized cryptocurrencies to ARIS Cryptocurrency/Digital Asset personnel.
Duties & Responsibilities Include The Following
- Leading the CFS Crypto team made up of CIS', CCU agents and contractors to forensically seize crypto & digital assets on CI investigations.
- Create an Operators Guide for CIS and Cyber Agents containing technical guidance on how to forensically seize crypto & digital assets. To include standard operating procedures related to technical challenges during the seizure of cryptocurrency & digital assets.
- Liaison with ARIS personnel to create SOPs for the transfer or custody of crypto & digital assets.
- Liaison with ARIS on identifying and deploying training to ARIS personal related to crypto & digital assets, to include CI AFS and contractors in field offices and HQ.
- Lead the deployment of crypto & digital asset training for crypto seizure team personnel.
- Lead the identification & deployment of crypto & digital asset forensic tools used in the forensic detection and identification.
- Provide forensic guidance and consultation to SA-CIS on digital asset related topics.
Technical Training Unit (Senior Analysts)
POD: Glynco, GA and Charleston, SC
Senior Analysts/Program Managers are needed to deliver technical training to CI personnel and strategic partners. The instructors need to be well versed and experienced in investigating criminal activity covering the topics being delivered. TTU will deliver in person and virtual trainings and organize the delivery of vendor lead trainings where TTU facilitates but is not the primary instructor. The trainings will cover a broad range of topics focusing on investigating the online and digital asset environments. Specific topics include open-source intelligence (OSINT -which includes social media), digital assets, cloud computing, digital evidence collection & maintenance, online covert employee (fka CCTE) training and oversight, digital officer safety, IP analysis & interrogation, general technology concepts and other online investigative means & methodology concepts. As business and commerce has increasingly moved online, so has financial crimes. Every case CI works has online components and CI personnel must understand how to leverage and navigate this environment. Applicants should be willing to learn, comfortable presenting and thriving in a challenging and evolving environment.

- This is a non-bargaining unit position.
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A drug test with a negative result is required.
- The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High-Risk Security Clearance.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Obtain and use a Government-issued charge card for business-related travel.
- Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside.
- Complete or have previously completed the required courses / training program at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.
- Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
- Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour workweek.
- Tour of Duty: Day Shift
- Must be able to obtain a Top-Secret Security Clearance.
- Commuting distance for Law Enforcement Availability Pay (Required). IAW Title 5 CFR 550.182(D) the agency must determine that a criminal investigator is generally/reasonably accessible to perform unscheduled duty based on the needs of the agency. The provisions of Treasury Directive 74-06 Home-to-Work Transportation Controls paragraph 3(d) require that special agents reside within 50 miles of their official duty station to be considered for Home-to-Work transportation (only granted/waived by Treasury).
- Possess a valid state motor vehicle operator's license upon appointment and maintain a valid license while you occupy the position.
- Sign a mobility agreement.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying
types of violations and trends in those violations in order to make changes in investigative programs; and
Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is
no more than two grades above the lowest grade held within the preceding 52 weeks.
