Job Overview
The North Carolina Department of Health and Human Services (DHHS) is actively seeking an accomplished IT Project Manager with expertise in leading the execution of various web-based and low-code applications for a 12-month contract. This position is fully remote but requires residence within the Eastern Time Zone.
Key Responsibilities
- Develop and secure approval for business cases pertaining to new projects through comprehensive stakeholder and market analysis, along with cost/benefit evaluations.
- Implement and manage medium to large-scale projects characterized by moderate to high complexity and risk.
- Oversee dependencies across multiple divisions and external entities for the IT project.
- Collaborate with senior executives, IT personnel, business programs, and external stakeholders to analyze project requirements and align stakeholder expectations.
- Establish and manage detailed communication plans for all project stakeholders.
- Facilitate project implementation by collaborating with DHHS business units, IT, and selected vendors or in-house teams.
- Serve as scrum master for internal agile development initiatives.
- Provide leadership, direction, and oversight to project teams and vendor-related activities, reporting to senior portfolio and executive management.
- Work closely with development teams to track project milestones, identify risks, and resolve scheduling issues, keeping management informed.
- Assist the Contract Administrator in vendor management, ensuring vendor deliverables are reviewed and validated.
- Create and maintain all project management artifacts in accordance with PMI's PMBOK standards, DHHS methodologies, and State of NC project guidelines.
- Manage daily project activities, ensuring quality deliverables while monitoring risks, costs, and schedules.
- Input data into the State project portfolio management tool (Microsoft Project Server and SharePoint).
- Foster relationships with internal and external stakeholders to ensure the successful delivery of project outcomes.
- Support procurement processes by developing necessary documentation and administrative tasks throughout bid evaluation and contract negotiation phases.
