Objectives
The Project Manager (PM) will lead and manage multiple diverse capital projects with multiple City departments and personnel while overseeing third-party vendors and contractors. Manages the planning, development, and implementation of projects to include, but not limited to, gathering, and defining project requirements; obtains staffing requirements, and forms project teams. Following a defined project management methodology, bounds scope, cost, and schedule to meet stakeholder requirements. Prioritizes own and project team's work. Anticipates consequences of actions, potential problems, or opportunities for change. Sets and meets realistic deadlines. Forecasts changes and communicates current and projected issues. Manages senior leadership and stakeholder expectations. Participates in service or solution selection processes. Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations. Coordinates and prepares reports and correspondence in response to requests for information from the City Manager's Office. Project Manager is responsible for managing the planning, development, design, review, and construction of public infrastructure projects, including oversight of project scopes, schedules, budgets, and quality to ensure capital projects are delivered on time and within budget.
General Statement Of Duties
This position will have a wide range of activities, including:
- Managing all phases of the City's study, design, and construction of projects, such as inspections, permitting activities, project closeouts to ensure all phases of design and construction are completed within plans and specifications, and in accordance with project manual with minimal interruptions to the schedule.
- Providing project management and coordination of design and/or construction of projects, to include but not limited to, assisting in contract negotiations, quality assurance, reviewing of construction plans and specifications, reviewing cost estimates, negotiating change orders, reviewing submittals and requests for information (RFIs), preparing, and tracking of schedules, managing project budgets, reviewing of pay requisitions, and site visits to inspect work.
- Reviewing and processing submitted project pay applications.
- Attending internal and external meetings associated with assigned projects.
- Preparing project scope of work presentations for architects and/or engineers or for the use in document preparation to ensure the scope of work for the project is accurate.
- Managing the bidding process with contractors, evaluating bids and designs, and preparing project awards for contractors.
- Ensuring compliance with local, state, and federal regulations and mandates, enforcing appropriate safety and security precautions.
- Exercising independent judgement and assures the highest quality projects are delivered on time and within budget.
- Responding to citizen's request for service and complaints in a timely and courteous manner.
- Assisting with development of City's 5-year Capital Improvements Plan (CIP).
- Assisting with development of project schedules.
- Maintaining manual and electronic files and records to provide up-to-date references and to comply with regulatory requirements and established guidelines.
- Preparing and presenting projects to City Council, boards, and commissions when necessary.
- Consistent attendance for the assigned work schedule.
- Performing other related duties as assigned or required.
Physical And Environment Conditions
Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds. Field work is performed outdoors in all weather conditions to observe construction activities. May required to work immediately before, during, or after an emergency or disaster.
Knowledge Of
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:
- Engineering Department functions, policies, and procedures.
- Methods and techniques for researching, compiling, and interpreting data.
- Experience with reading and interpreting engineering plans and specifications.
- Basic principles and practices of geographic information systems programs.
- Knowledge of Microsoft Office software.
- Engineering record-keeping requirements.
- Effective letter writing practices.
Ability To
- Communicate clearly and concisely, both orally and in writing.
- Be organized, detail-oriented and able to multitask.
- Plan, organize, coordinate, direct, review and evaluate performance of consulting engineers, contractors, and others involved in projects.

Education, Work Experience, Certifications, And Licenses Required
- Bachelor's degree in engineering, construction, or related field.
- Three (3) to five (5) years of experience managing the design and construction of public improvement projects or the equivalent combination of education and experience.
- A valid Texas driver's license with an acceptable driving record to be maintained throughout employment.
