Role Overview
The
Child Care Manager is responsible for maintaining a thorough understanding of subsidy program requirements and for developing and implementing policies and procedures in response to regulatory changes, in collaboration with the Director of Early Care and Education. This role includes training staff, managing compliance issues, overseeing the use of the subsidy case management database by parents and providers, and ensuring accurate data entry, reporting, and payment processing. The position also involves supervising administrative staff. Additionally, the Child Care Manager ensures providers and teachers adhere to Head Start Program Performance Standards and Community Care Licensing Regulations and works with program leadership to ensure that contractual requirements are met across programs. The Child Care Manager supports the Vista Village vision of nurturing, equitable beginnings, and the implementation within the scope of the role.
Essential Job Duties (other Duties May Be Assigned)
- Create and oversee the accuracy of state reports. Ensure timely data entry into the childcare subsidy data management system and Child Plus Attendance.
- Oversee staff, parent, and provider training and use of the subsidy case management database and the provider and parent portal.
- Ensure compliance with claims processing procedures and controls.
- Resolve payment authorization issues in coordination with Accountant Analyst. Ensure discrepancies, including overpayments or underpayments, are resolved timely.
- Train enrollment, attendance, and payment staff on program regulations, policies, and procedures.

The Essential Functions.
- Master’s or bachelor’s degree in child development, Early Childhood Education, related
- human services field, or Public Administration.
- Minimum of 3-year experience working in childcare subsidy.
- Bilingual English-Spanish required.
- Experience interfacing with Family Childcare Provider and/or center-based teachers preferred.
- Experience with Head Start/Early Head Start preferred.
- Valid CA driver’s license and proof of auto insurance.
Salary Range: $78,000 – $83,000 / annually
