The Air Force Civilian Service (AFCS) is looking for a Workforce Manager/Data Analyst (GS-1601-09) to work at the 9th Civil Engineer Squadron at Beale AFB, located in Marysville, CA.
In this position you will serve as a Civil Engineer (CE) Operations Flight Workforce Manager. To provide customer interface and receive, review, and process all CE service requests associated with work performed in facilities base-wide within the appropriate IT system. Functions include applying Asset Management Principles and Fundamentals in coordinating, assisting in the development, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Responsible for administering, securing approval, and maintaining positive control of all work requests received and in process. Develops training and maintains data in support of the installation Facility Manager (FM) program. Executes Unit Command and Control (UCC) activities during exercises and/or contingency operations.

Salary Range
$66,300 - $86,190 Annually (Based on experience)

Duties and Responsibilities
- Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. Directly evaluates calls received and/or service requests, interacts with Facility Managers and base customers to analyze and validate service request/requirements. Reviews requests to ensure validity, compliance with procedures, regulations, and capabilities of those performing the work, then classifies work requirements, determines routing and assigns work priority, and directs to appropriate personnel for execution or additional processing. Inputs, audits, and analyzes data and reports from all AF Civil Engineer enterprise Sustainment Management System (SMS), Computer Maintenance Management System (CMMS) and other NexGen IT/TRIRIGA systems to ensure data accuracy and quality for real property assets in support of maintenance analysis and work optimization activities. Provides the Operations Flight leadership recommendations to improve efficiency and/or effectiveness of operations. Performs work closeout procedures and audits completed work data for capitalization opportunities, Sustainment Management System updates, compliance with Air Force Instructions (AFI's).
- Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). Provides management oversight to Operations Flight PM program. Reports PM completion and any associated strategic- level reports/metrics that describe health of PM program to senior leadership. Generates life-cycle cost, subjective elimination method, and man-hour capacity/priority analysis to determine if PM program is optimized. Provides a maintenance risk
based return on investment to ensure PM program operates within set operational limits, highlights deficiencies and reports findings to supervisor. Assist Sub-Activity Managers in scheduling. Assist in identifying assets not included for PM program accomplishment and document local decision-making process. Maintains and evaluates PM program in appropriate CMMS IT system and maintain records IAW
prescriptive requirements. Develops presentations and organizes meetings to inform unit leaders of PM program effectiveness and resource requirements.
- Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. Pre- screens requests using the Work Request Working Group (WRWG) processes to accomplish necessary requirement scoping and coordination. Prepares work requirements for
presentation at the Work Request Review Board (WRRB), schedules and organizes the WRRB meeting and agenda, takes minutes at the WRRB, and acts on the directed actions resulting from the WRRB. Maintains positive control throughout by administering work records in CE Enterprise IT Systems as
work requirements progress and provides customers and supervisors with updates periodically through completion. Coordinates with Activity and Sub-Activity Managers to ensure work management accurately reflects investment plan opportunities and priorities. Conducts periodic review of shops work quality timeliness, and accuracy and address corrections through Sub-Activity Working Groups.
- Manages/Executes Facility Manager Program. Develops training and maintains data in support of the installation Facility Manager (FM) program. Ensures primary and alternates facility manager appointment letters signed by the organization commander are available and current and assigned Facility Managers are trained. Organizes and conducts annual FM and other training as required. Accurately maintains training slides and updates as required. Approves System Authorization Access Request (SAAR) for newly assigned FMs and accomplished annual refresher request in NexGen IT/TRIRIGA. Provides feedback mechanisms to keep FMs and organizational leadership aware of CE work activity and status. Develops processes to manage and prioritize in-house accomplished facility project requests across the installation.
- Supports the Unit Control Center (UCC) during exercise and real-world situations. Receives training to support the UCC during exercises and real-world situations (i.e. natural disasters, chemical spills, aircraft emergencies, terror attacks). Stands up UCC and provides administrative support. Functions as a focal point in capturing, tracking and relaying all incoming work requirements to appropriate shop supervisor and/or craftsmen. Updates UCC Chief hourly on status of open items.
Monitors and operates communication equipment. Maintains UCC maps, plans, charts, and other documents and files. Coordinates annual checklist reviews by all shops and flight leadership. Required to drive a GOV/POV to accomplish duty requirements associated with facilities on the installation.
Knowledge, Skills, And Abilities (KSA’s)
- Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities, rules procedures, and operations applicable to real property management and financial management.
- Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems,
system capabilities, and economic usage to effectively accomplish assigned functions.
- Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them.
- Skill in preparing FM program reference material and training presentation and tracking training currency for all assigned FMs.
- Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making.
- Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports.
