Responsibilities
- Produces expert and timely intelligence analysis of current and future foreign long-range, land-based ballistic missiles, operations, and facilities. Conducts complex intelligence analysis involving the assessment of ballistic missile characteristics, capabilities, employment, limitations, and effectiveness. Identifies threats to national security. Develops intelligence assessments and products, authoring and contributing to analytical reports and briefings to provide strategic warning to national policy makers, warfighters, and acquisition customers.
- Provides intelligence support to customers including briefings, ad hoc tasks, foreign exchanges, conferences, and other forums. Provides accurate, professional, coordinated, complete and appropriate customer support. Ensures support is provided by agreed upon deadlines and updates leadership on status/completion of all team tasks. Ensures all unanticipated tasks are accounted for in production plans, including the impact that any new tasks will have on scheduled requirements. Ensures customer equities are reflected in production plans. Routinely interacts and collaborates with policy makers, intelligence production centers, intelligence community, and other DoD ballistic missile and space launch vehicle system technical specialists to exchange information on significant or controversial issues.
- Provides enterprise leadership through developing production plans and project scope proposals. Organizes and manages cross-functional teams to lead WMBR’s participation in Intelligence Community (IC)-wide ballistic missile collaborative analysis projects. Establishes, evaluates, and maintains collection requirements for areas of responsibility. Participates in the evaluation and exploitation of intelligence sensors, sources, and foreign equipment and assist in the determination of equipment needs and in the development of new collection techniques. Serves as expert representative on integrated production teams. Identifies a broad spectrum of requirements to fill knowledge gaps with various customers and partners to coordinate expertise and to exchange information related to performance capabilities and operations of long-range ballistic missiles.
- Experience in missile operations is highly desirable: Launching system deployment procedures; preventative maintenance and inspection; operations and maintenance of equipment; maintenance and logistical support activities; operations and maintenance of equipment, such as antennae communications, power units, movers, and other associated equipment; movement and placement of fire control systems; heavy transport equipment associated with missile operations; missile technical training evaluation and certification processes and timelines; crew drills; missile resupply/reload functions; supply chain operations; handling and storage, parts ordering and stocking procedures; electronic launch system-of-systems operations; command and control of launch operations; tactical employment and operations; communications in the field; safety procedures and standards.
Qualifications (use the KSAs)
1. Knowledge of the general principles, concepts, and practices of intelligence analysis, ballistic trajectories, as well as basic knowledge of orbital mechanics, aerodynamics, rocket propulsion, thermodynamics, general engineering, mathematics, project management and other related fields. Ability to interpret the standard practices, methods, and techniques of the occupation sufficient to perform difficult assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of intelligence requirements, tasking, analysis, evaluations, interpretations, reporting, collection, production and dissemination; and knowledge of security practices for ensuring the safeguarding of classified information.
4. Skill in providing attention to detail, balanced decision making, conceptual thinking, consistency, goal focus, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, personal commitment, personal drive, and practical thinking skills.
5. Ability to use project management techniques, tools and communications skills to effectively manage projects across multiple teams to achieve results.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as work under the guidance of supervisors and senior engineers/analysts; and work effectively with suppliers, colleagues, and customers to achieve mission goals.
