Job Title: Project Controls Specialist
Job Summary
The Project Controls Specialist, reporting to the Manager of Project Controls, plays a key role in overseeing cost control processes for various projects and portfolios. This includes establishing cost baselines, managing change impacts, monitoring costs and accruals, and calculating estimates (EAC and FAC). You will ensure the integrity and accuracy of cost data while supporting project teams in adhering to cost-coding and forecasting protocols. Additionally, you will analyze and report on project financials, enabling accurate project management and performance monitoring.
Key Responsibilities
- Develop and maintain project cost baselines, ensuring alignment with Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS).
- Oversee cost allocation to project codes and contracts, ensuring accurate cost commitment tracking.
- Monitor, analyze, and report on project expenditures, forecast adjustments, and cost variances.
- Collaborate with schedulers to develop time-phased cost data and forecast curves.
- Review and assess project changes, including risk contingencies and escalation costs.
- Generate project cost performance reports and provide analysis on variances between baseline, forecast, and actual costs.
- Support capital budgeting processes and cost benchmarking initiatives.
- Integrate cost data with project schedules to provide comprehensive reporting.
- Prepare visual reports (graphs, diagrams) to communicate project status and forecasts to stakeholders.
- Maintain collaborative relationships with project teams, ensuring accurate data inputs and reporting.

Qualifications and Experience
- Education: Post-secondary diploma or degree in Engineering, Engineering Technology, or a related field. Equivalent combinations of education, training, and experience will be considered.
- Experience: Previous experience in project controls within engineering/construction management; familiarity with project management office (PMO) environments.
- Skills:
- Strong analytical abilities with experience in cost forecasting, estimation, and change management.
- Proficiency in cost control software (Microsoft Office, SharePoint, Primavera P6, etc.).
- Ability to read and interpret technical and non-technical documents (drawings, project plans).
- Effective communication and presentation skills to interact with multidisciplinary teams.
- Strong organizational and time management skills to handle multiple projects and deadlines.
Additional Requirements
- Knowledge of project control principles, cost management, and the end-to-end project lifecycle.
- Understanding of the Ontario Human Rights Code and Accessibility for Ontarians with Disabilities Act (AODA).
