Summary:

We are seeking a highly skilled and detail-oriented Contract Data Analyst to join our team. Reporting to the Director of Enterprise Business Solutions, this role is heavily focused on the documentation, data, and technical aspects of our enterprise contract management solution, including the accurate entry, maintenance, and analysis of contract information. The ideal candidate will have a strong background in contract administration, database management, and data integrity, with excellent attention to detail and organizational skills.

Responsibilities:

Essential Job Functions:

Data Entry & Maintenance:
- Accurately enter and maintain customer contracts, subcontracts, consulting agreements, and modifications into the database, ensuring details such as terms, conditions, dates, line items, values, documents, and other relevant data are correctly recorded and current
- Accurately enter and maintain contract line-item number (CLIN) structures into the database, ensuring values, descriptions, numbers, and other relevant data are correctly recorded and current
- Accurately enter and maintain account information, to include customers, acquisition offices, subcontractors, consultants, etc.,

Data Analysis and Integrity

Track and manage the full lifecycle of contracts, including initial entry, amendments, renewals, and completions, ensuring all changes are accurately reflected in the database
Manage, modify, and maintain the solution, ensuring the integrity of data by implementing proper database design, enforcing data restrictions, and following Goldbelt’s standard taxonomy
Routinely audit the Contract Management solution ensure data integrity, accuracy, and compliance with government contracting standards

Database Management:

Develop, implement, and maintain an asset library for contract-related items such as Subcontractor Agreements, Consultant Agreements, Teaming Agreements, etc.,
Develop, implement, and maintain an enterprise-wide CPAR database, to include sustainment of a contract lifecycle workflow, ensuring when contracts are eligible for a CPAR assessment, the data is coordinated and collected from the Subsidiary.
Develop, implement, and maintain an enterprise-wide Independent Contractor (IC) database, to include managing all data and documents relevant to the IC Agreements
Assist with the development, implementation, and maintenance of a repository of bid and proposal assets to include, proposals, past performance citations, management plans, staffing plans, etc.,

Support and Compliance:

Perform high-level governance over IC Agreements, developing processes to verify ICs meet Goldbelt requirements and following an issue escalation process
May assist with collecting invoice submissions, validating revenue, adjusting CLINS, and uploading data into the contract management solution to produce burn reports
May assist with developing metrics through the system for future projects, generating general and ad hoc metrics related to contract data such as new contract awards, ceiling values, subcontract values, customer values, and past performance criteria
Identify opportunities for process improvements within management systems and implement best practices to enhance efficiency and accuracy
Ensure compliance with government regulations and internal policies, preparing for and supporting audits as necessary

Qualifications:

Necessary Skills and Knowledge:

Strong understanding of government contracting processes, CLIN structures, acquisition process, and acronyms
Strong understanding of how to read a government contracts and how CLINs and funding is allocated to a contract
Ability to embrace change, learn quickly, and thrive in a dynamic corporate environment
Skill in working harmoniously within cross-functional teams to achieve common objectives
Ability to prioritize tasks, manage multiple projects, and meet deadlines.
Possesses attention to detail and effective problem-solving skills.
Must have the ability to communicate effectively and diplomatically, both verbally and in writing, with co-workers and with outside agencies, partners, shareholders, and business associates
Strong cultural awareness and sensitivity, with the ability to adapt messages and strategies for diverse audiences
Basic understanding of relevant software, tools, and systems used in the corporate environment. This includes a proficiency in standard software applications, including Windows and MS Office Suite (Outlook, Word, PowerPoint, and Excel)

Minimum Qualifications:

Bachelor’s degree in business administration, Finance, Contract Management, or a related field or equivalent amount of relevant experience
Minimum four years of experience in contract management, with a focus on data entry and database management
Experience working with contract management software and database systems
Ability to obtain and maintain a security clearance if required

Preferred Qualifications:

Moderate skills in Microsoft Office products
Moderate skills with SharePoint design
Familiarity with government contracting processes and regulations is a plus
Previous experience working with Alaska Native Corporations (ANCs) and/or previous exposure to Alaska Native cultures.
Previous government contracting experience.

The salary range for this position is $87,000 - $130,000 annually.
