I. PROGRAM SUMMARY

The Finance and Administration departments of the Sonoran Institute support the bi-national organization by ensuring that the mission and vision of the organization are realized and supported. The departments are responsible for collecting, recording, and reporting on all the financial transactions and ensuring organizational compliance with all accounting principles, internal control procedures and funder regulations. Finance and Administration also ensures that Sonoran Institute has the resources and funds to carry out the Institute’s mission and vision.

II. GENERAL ROLE OF POSITION

The Fiscal Grants Manager (FGM) manages the finance functions for a diverse portfolio of grants in accordance with all established best practices, grant requirements, and associated regulations with a high level of quality and integrity. This includes analyzing allocable expenses and formulating projections, ensuring financial compliance with all funder requirements and policies (including 2 CFR 200 for Federal Awards), working with program staff on any necessary budget revisions, and preparing and submitting financial reports. The Fiscal Grants Manager will also collaborate closely with the Chief Finance Administration Officer (CFAO) on the development of appropriate policies and systems to manage grant activity and reporting and will help ensure integrity of all financial transactions and reporting in the context of grant awards. This position reports to the CFAO.

III. KEY RESPONSIBILITIES

Finance - 90% of time

Oversee and monitor the complete life cycle of state and federal government and private grant contracts and subcontracts, including but not limited to managing grant financial reporting, monitoring the budget and spending status of assigned grants, and ensuring requirements for monitoring and financial reporting are met for all federally funded grant programs as required by 2 CFR Part 200.
Develop and implement systems to track reporting deadlines and requirements and to organize all grant finance documentation and records in a clear and consistent manner.
Collaborate with program staff to manage grant budgets, including budget revisions or amendments as necessary and allowable.
Review all costs allocated to grant awards to ensure they are reasonable, properly allocated and in compliance with the grant provisions.
Work with finance team to ensure appropriate internal controls for all contracts and grants management function to ensure compliance with grant requirements and rules for Federal awards.
Manage time tracking system for all federally funded positions and ensure appropriate back-up documentation complies with federal award requirements.
Prepare, complete, submit and ensure accuracy and timeliness of all financial and closeout reports for assigned grants.
Oversee and track all payments to subcontracted agencies for grant funded projects in accordance with budgets and sub award agreements.
Facilitate and participate in all audits related to grant finance and compliance including the Single Audit process for federally funded awards.

Other - 10% of time

As a member of the bi-national Finance, Admin and HR team, bring forth suggestions and ideas for on-going process improvement; keeping internal controls front and center.
Other duties may reasonably be assigned by the CFAO to support the financial and grant management functions.

V. QUALIFICATIONS

Education & Experience

BA/BS degree in business administration, nonprofit financial management, economics, public administration, or accounting preferred.
Five or more years of experience managing grants and nonprofit finances required.
Two plus years of related work-related work experience; or equivalent combination of education and experience.
Working knowledge of relevant regulations and requirements to meet government and grantee regulations and reporting requirements for grant financial activities, including the Code of Federal Regulations / OMB Uniform Guidance, is required. Sophisticated nonprofit fund and federal grant accounting and management knowledge strongly preferred.

Outstanding financial and analytical skills.
Must be proficient with numbers and data entry.
Must be able to work at a desk and operate a computer for long periods of time.
Competent in Microsoft Office Suite: Outlook, Word, Excel, PowerPoint, Access.

VI. Physical Demands

Physical Demands/work environment: Remote work: will consist of the employee’s own remote environment. Office work: The employee typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. The incumbent may encounter frequent interruptions throughout the workday. The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle, or feel, and to stand, walk, reach, bend or lift up-to 20 pounds.

Geographic Location: Fully remote position physically located in Arizona and the ability to travel for meetings.

Salary: $50,253 - $62,816 annually (based on education, location and experience)
