SUMMARY

The City of Napa (“City”) requests proposals (“Proposals”) from qualified individuals or firms (individually, a “Respondent” and collectively, “Respondents”) for Napa Tourism Improvement District Marketing Management Services (“Project”) by or before Friday, October 25, 2024, at 5:00 pm, via electronic submission through the procurement portal at https://procurement.opengov.com/portal/cityofnapa, in the manner set forth in the Request for Proposal Procedures.

The City requires Marketing Management Services (“Services”) on a part-time basis for the City of Napa’s Tourism Improvement District. The services may be provided by an individual contractor or a company. These services include: responsible for developing an overall marketing strategy, managing the marketing budget, and managing outside marketing agencies.

BACKGROUND

The City is a charter city located in Napa County, with an estimated population of 80,000. Additional information about the City is available online at www.cityofnapa.org.

The Napa Valley Tourism Improvement District (NVTID) was created in 2010 and renewed in 2015 for a ten-year term, with the expectation for another renewal in 2025. The NVTID is a 2% assessment on overnight visits at all lodging businesses within the County of Napa to develop destination marketing programs to increase tourism, visitations, and meeting and event destinations. Visit Napa Valley is the official tourism marketing destination for the Napa Valley, and the City of Napa's Tourism Improvement District (Napa TID) promotes the City of Napa's hotels and inns in coordination with Visit Napa Valley.

The City of Napa receives a portion of the assessment for the Napa TID. The City of Napa TID is governed by the City’s Local Governing Committee (Committee), which is comprised of seven members: five representatives of the lodging industry, one member who represents the City, and one member representing a visitor-serving or destination-marketing entity who holds an at-large seat. The City of Napa’s Economic Development Division manages, administers, and organizes the City of Napa TID and Committee.

The Napa TID’s annual budget is spent primarily on marketing efforts and grant funding for events, organizations, and projects that enhance the experience of the visitors to the City of Napa resulting in extended hotel stays and repeat visitation, all while promoting the beneficial impact that tourism and hospitality have on the local community. The City of Napa contracts with a marketing agency to provide owned, earned, and paid media services, including our flagship brand DoNapa, that align with this mission.
