JOB INFORMATION
The Emergency Medical Services (EMS) Resource Access Program (RAP) is the strategic social arm of the Fire-Rescue EMS Division. It addresses issues that impact the public safety net and are stated priorities of our City and Mayor. These issues include chronic medical vulnerabilities, alcohol and substance use disorders, aging and independence, chronic homelessness, mental illness, and frequent 9-1-1 users.
Key Areas Of Responsibility
- Provide oversight of the RAP Program and the Community Paramedic Program
- Provide strategic guidance to San Diego Fire-Rescue leadership for community initiatives, policies and protocols related to vulnerable populations.
- Assess current RAP operations and develop and implement changes that will bring greater effectiveness and efficiency to efforts such as operations, communication, safety, data collection and analysis, and quality metrics.
- Build and strengthen partnerships with appropriate organizations and stakeholders.
- Develop and implement strategic initiatives for vulnerable populations.
- Develop and implement strategies of crises intervention for vulnerable patients.
- Collaborate with City Attorneys, LIFT Program, and other City Programs to ensure legality and compliance with program practices.
- Provide patient care in fire operations as required.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in science, Communications, Business Administration, Public Administration, or related field, and
- Minimum of five (5) years of experience providing emergency medical services within the County of San Diego.
- Alternatively, candidates my qualify with three (3) years of experience as a Physician Assistant or Nurse Practitioner with experience in primary care or community paramedicine.
Desirable Qualifications :

- Strong Emergency Medicine pre-hospital or community paramedicine background
- Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs
- Demonstrated ability to comprehend, analyze and transmit sensitive and complex information quickly and effectively in a pre-hospital environment
- Ability to communicate complex and technical information in a simple, clear and straightforward manner, including the use of graphs and tables as needed
- Ability to communicate effectively to different audiences, including elected officials, various levels of City Management and members of the public
- Proven leadership and management skills, and the ability to work independently while exercising good judgement
- Strong interpersonal and leadership skills, with the ability to work with all levels within the organization to achieve the goals of the Department
- Strong business and political acumen to work effectively with the public, external agencies, and business and elected officials
- Ability to work both independently and as a part of a team in a fast-paced, high-pressure environment with tight time constraints
- Interest in municipal activities and services and how they impact the community including a strong commitment to public service and public health
- Highly ethical and objective, with the ability to navigate in a political environment without being political
- Energetic and motivated with the ability and desire to take initiative.

The Department
The Emergency Medical Services (EMS) Division provides high-quality prehospital care and emergency medical response within the City of San Diego. The division operates with a team of 39 staff members, who are responsible for coordinating and overseeing EMS operations, ensuring compliance with local, state, and federal regulations, and continuously improving the standards of care provided to the community. In addition to the core staff, the division is staffed with three consulting physicians who provide expert guidance on clinical protocols, behavioral health, and medical oversight, ensuring that the EMS operations adhere to the highest standards of medical practices. This collaborative approach allows the division to effectively manage emergency medical services across the city, delivering timely and professional care to those in need.
