Job Summary:We are seeking an experienced and dynamic Project Manager with a strong background in grants management, specifically in managing and administering grants within the framework of the Environmental Protection Agency (EPA). The ideal candidate will have comprehensive knowledge of EPA regulations, funding mechanisms, and grant application processes. This role involves leading multi-faceted projects, ensuring compliance, coordinating with stakeholders, and overseeing the entire grants lifecycle—from proposal development to post-award management.
Key Responsibilities:
Project Planning & Execution:
- Lead and manage grants-related projects from initiation through completion, ensuring projects are delivered on time, within scope, and on budget.
- Develop project plans, timelines, and deliverables in accordance with EPA guidelines and funding requirements.
- Monitor project performance using appropriate tools and techniques, ensuring that projects meet technical, regulatory, and compliance standards.
Grants Management:
- Manage the full lifecycle of EPA grants, including pre-award, award, and post-award activities.
- Oversee grant application processes, ensuring compliance with EPA policies, procedures, and requirements.
- Track grants' financial performance, ensuring funds are utilized according to the grant agreements.
- Coordinate the preparation of grant applications, proposals, budgets, and reports.
- Monitor sub-grantees and contractors to ensure adherence to EPA standards and regulations.
Compliance & Reporting:
- Ensure compliance with federal, state, and EPA grant regulations, policies, and procedures.
- Prepare and submit required reports, documentation, and financial data to the EPA and other relevant agencies.
- Conduct internal audits and reviews to ensure accuracy and compliance with grant regulations.
- Identify potential risks and implement mitigation strategies to ensure successful project outcomes.
Stakeholder Engagement:
- Act as the primary point of contact between the organization and EPA grant officials, ensuring clear communication and timely reporting.
- Build and maintain relationships with external stakeholders, including government agencies, community organizations, and other partners.
- Organize and facilitate meetings with stakeholders, ensuring all parties are informed and aligned with project goals.
Team Leadership:
- Lead cross-functional project teams, providing direction, coaching, and support.
- Collaborate with finance, legal, and program teams to ensure seamless integration of grant-related activities.
- Ensure the project team is well-versed in EPA grant management guidelines and best practices.
Required Qualifications:Education:
- Bachelor’s degree in Public Administration, Environmental Science, Business, or related field. Master’s degree preferred.
Experience:
- Minimum of 5 years of project management experience with a focus on grants management.
- Proven experience managing grants within the framework of the EPA or other federal agencies.
- Strong familiarity with EPA regulations, funding opportunities, and environmental grants.
- Experience with federal grants management systems, such as Grants.gov, and reporting tools like FFATA (Federal Funding Accountability and Transparency Act).
Skills:
- Exceptional project management skills, with the ability to manage multiple grants and projects simultaneously.
- Strong understanding of the grants lifecycle and compliance requirements.
- Proficiency in project management software (e.g., MS Project, Asana, Smartsheet).
- Excellent written and verbal communication skills, including report writing.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work collaboratively with cross-functional teams and external partners.
Preferred Qualifications:- Project Management Professional (PMP) certification or equivalent is highly desirable.
- Previous experience working directly with EPA grants, including environmental programs related to air, water, or land.
- Familiarity with state and local government environmental grant programs.
- Knowledge of environmental policies and regulations.
