Job Title: Certified Payroll Specialist

Job Summary:
The Certified Payroll Specialist will be responsible for overseeing and managing all certified payroll functions within the company, ensuring compliance with federal, state, and local regulations, including prevailing wage laws, Davis-Bacon Act, and other regulations specific to the traffic control industry. This individual will work closely with HR, Payroll, Operations, and Management to ensure accurate and timely payroll processing for employees, contractors, and subcontractors.
Key Responsibilities:
- Process weekly, bi-weekly, or monthly certified payrolls for employees and contractors, ensuring accuracy in wages, deductions, and tax calculations.
- Maintain and update payroll records for all employees, including hours worked, tax status, direct deposit, and wage garnishments.
- Prepare and submit certified payroll reports in compliance with the Davis-Bacon Act, prevailing wage laws, and other related regulations.
- Review timesheets and verify data for completeness, accuracy, and compliance with company policies and legal requirements.
- Coordinate with HR and project managers to track employee hours, job classifications, and labor distribution.
- Reconcile payroll accounts, ensuring accurate general ledger entries.
- Ensure timely submission of payroll taxes, including federal, state, and local withholdings.
- Prepare and submit periodic payroll tax reports (941, 940, W-2, etc.).
- Stay up to date with changes in payroll regulations and prevailing wage laws, making necessary adjustments to payroll processes.
- Respond to certified payroll inquiries from employees, management, and government agencies.
- Assist with internal and external audits related to payroll compliance.
- Collaborate with accounting to ensure proper job costing and labor allocation for projects.
Qualifications:
- Certified Payroll Professional (CPP) or other relevant certification is preferred.
- Minimum of 3-5 years of experience in payroll processing, preferably in construction
- Strong knowledge of federal and state payroll laws, including certified payroll requirements, Davis-Bacon Act, and prevailing wage laws.
- Proficiency in payroll software and Google Suite, especially Google Docs/Google Sheets, and/or Microsoft Office Suite, especially Excel.
- Strong analytical skills with attention to detail and accuracy.
- Excellent communication and interpersonal skills.
- Ability to handle confidential information with integrity and professionalism.
- Experience with union payroll or multi-state payroll is a plus.
